On August 12, 1911, Prime Minister Wilfrid Laurier’s government approved an order-in-council barring for one year “any immigrant belonging to the Negro race,” described as unsuitable to Canada’s climate and requirements. The order was not formally invoked, but officials used medical, financial and administrative obstacles to deter Black settlers from the United States and Caribbean.
