Beginning in 1932, the U.S. Public Health Service observed 600 Black men in Macon County, Alabama—399 with syphilis and 201 controls—without obtaining informed consent. Officials withheld effective treatment even after penicillin became standard. Nurse Eunice Rivers worked with participants; Public Health Service physician Taliaferro Clark designed the initial study. Whistleblower Peter Buxtun’s disclosures led to public exposure in 1972.
