On September 7, 1992, soldiers of the nominally independent Ciskei homeland fired on African National Congress marchers near Bisho. Twenty-eight protesters and one soldier were killed, and more than 200 people were wounded. Brigadier Marius Oelschig ordered troops to fire; the massacre underscored how apartheid’s homeland system enforced Black political exclusion.
